I have a G5 iMac and I had the same problem until I realized that my original Safari 2.0.4 (419.3) Safari was in a folder within the 'Applications'. I transfered it out and put it directly into the 'Applications' and then I was able to install without a hitch. Just make sure Safari is directly in Applications. Also, did you update to 4.9.10?I also tried it on my G3 Pismo Powerbook laptop and it did the same thing until I transferred the older Safari out of the separate folder and directly into Applications.
Also be sure to close out the installation and start over after you have done this or it will keep on giving you the error.

I get the same message when trying to install on my current boot disk. The installer instead picks another hard drive in the same PPC to install it giving the message that the selcted disk cannot be used to install Safari 3.Eric
