Correct. This is a package and configuration of free software and
so has a new version number.

and have been for some time.

Yes, the Mac OS ROM file is a free download. That is absolutely true.

THE FACT THAT IT IS A FREE DOWNLOAD **DOES NOT** GIVE A THIRD PARTY PERMISSION TO RE-DISTRIBUTE IT.

Just because something may freely be downloaded from Apple's Web site does not mean that Apple does not retain copyright, or that Apple permits redistribution. The Apple download page for the Mac OS ROm file explicitly states that all software downloads from the Apple site are covered by a software license.

When you download the Mac OS ROM file, a Software License Agreement is shown on your computer as soon as the disk image mounts. This Software License Agreement forbids redistribution without written permission from Apple (section 2, line 6).

The Mac OS ROM file included in the SheepShaver 1.0 distribution package is being illegally distributed in violation of Apple licensing terms.
