My guess is that most people who do this on a semi-regular basis can design oligos just about as well by hand, while people who are doing huge amounts of this e.g. for complex libraries will already have hand-written software that may not be as pretty but is more personalized. The $39 price targets this app for what I'd guess is a very small niche within a niche market, those who do site-directed mutagenesis often enough to want it automated (more than once a week, perhaps) and less than once a day.
