This didn't work for me on 10.2.8. It claimed to install but 'zdump -v /etc/localtime | grep 2007' still showed that my Mac wasn't updated with the new timezone info.

What DID work for me was someone else's updater located here:
http://www.esm.rochester.edu/esmtmp/ecs/JaguarDST.zip

If you're using Jaguar, I'd go for that one instead.
