It does say it's for Intel, which is not the same as Universal. If you go to their website, there is also a PPC version of 114. You can also see which other Intel versions are available from the download icons.
What isn't clear (and I haven't tried it yet) is whether it works within Photoshop CS2 (which is PPC emulated via Rosetta) or will it work in CS3 beta? I'll try to report back once I know.
