I have tried both FanControl and smcFanControl and much prefer FanControl. First of all, it installs as a System Preference pane so that you don't need to have a GUI-based application running at all times to guarantee that the adjustments survive across sleep-wake cycles. Secondly, it allows you to adjust the temperature thresholds at which the fans kick in as well as the fan speeds. Like smcFanControl, it will only let you make adjustments that will make your system run cooler, never warmer.

Great but MacBook (13.3") beware - scott_ant
This is a grat app and it is really easy to uninstall, returning your system to defualt settings (always good for something that controls the safety settings of the system!).But, if you are using it on a MacBook (i.e. 13.3 white/black) beware that it MAY be possible to set the fanspeed below Apple's new minimum and tell it to kick in at a higher than recommended temp. The Apple min. fan speed after the recent firmware update is 1500 rpm, but this app allows you to set it to 1000 (the Apple min. for the MacBook PRO). Likewise the macBook temp at which Apple kicks int eh fans is 50C and this app allows you to set the fan start temp to 60C. All this is based on the interface.
However, in my tests, it seems that the developer may have set the app to respect the Apple limits under the hood, but the interface does not adjust accordingly.
This is not meant as a harsh critisism of the developer. THE APP IS GREAT. However, a future update could adjust the limits on the interface (to the Apple recommended values) depending on whether it is installed on a MacBook or a MacBook Pro.
