They should mention that this is a PLUG-IN (as in Photoshop plug-in), so you need to own an application that uses plug-ins. It is used like a filter to affect a selection that is over another image by adjusting and merging it in an interesting way.
It seems to do only this one thing, with no settings to vary, though, and I'm not sure it justifies such a high price...
