This application could easily have been developed for 10.2 or even 10.1. Why should I buy 10.3 just to use this freeware app?

Why in the heck should you buy 10.3? You shouldn't. You should buy 10.4, or even wait until 10.5.Things have moved on a lot since 10.2. I'm not being sarcastic. Really, I think you'd enjoy the new OS X.
