I am running Tiger 10.4.6 and could not get this program to start. I installed the X11 from the Tiger disc but it still will not start. I get a message saying it needs X11 so this sounds like catch-22. The Inkscape site is less than helpful. Too bad, I would like to ttry this program...

You not only have to install X11 to run Inkscape, but you also have to have X11 running for Inkscape to start. (After you start Inkscape, it might take a little time before you see its window show up, at least on a Mac-Intel machine.)

Will not start with Tiger... - guttyguppy

Me neither on 10.4.9. I get an alert with some cryptic unix message I'm supposed to type into terminal (I never ever ever want to type anything into terminal as long as I live), and I can't even copy the message so I have to write down what it says...no way, please fix!
