As mentioned before, for me anyway this version just plain doesn't work.
I eventually got it to start up on demand, but couldn't use skypeout at all! This despite the fact that previous versions worked and other (windoze) users in the same house could skype out using the same internet connection..

Solution? Download an older version of Skype (that I used to use) that you know works!

I cannot confirm this problem on my two machines - my family (west coast) has another 5 machines running this version with no problems. I would suspect another source for the instability. Its probably not perfect but is presently eminently usable for all I know that use this version.
