1) the installer doesn't do its job as it should: it won't install in my home/library, only in the main Library folder BUT it won't work from that installed location (at least not when your home folder is on a different volume) so you have to manually move it to ~/Library.
2) there is no uninstall, which is very much needed: see (3)
3) the upgrade doesn't work - you have to manually first remove the prefPane AND the prefs (com.azarhi.DoSomethingWhen.plist) to make it work. This means you have to start from scratch with your rules.
4) you can't change the delay of a rule, unless you also change something else (like the name) otherwise the SAVE button will remain greyed-out.

If you have a problem with DSW please contact me, the developer. I don't watch versiontracker everyday for bug reports. So if you want something fixed you need to let me know. Otherwise its a rare day that I check this site.-- The installer issue is not of my making, bug apple about the drawback about placement. And to correct your statement, you can install DSW into any directory of your choosing, you just have to choose to do so as it won't do it automatically. But to comment on the installer, there is one problem that does need to be corrected. You can NOT have DSW running at all, it must be stopped from the prefPane before updating/upgrading your copy or it won't work correctly, otherwise your golden.
There should be no reason to remove your preferences in regards to upgrading. unless you are upgrading from 1.0.2 to 1.1, but even then DSW updates the file correctly.
