I too had some initial issues and questions about throttled (and Throttled Pro) on my Tiger system. But after doing some tests, examining the results and then sending an e-mail to the developer got everything working just fine.
The bottomline of why this product initially had trouble with my Tiger installation is that I already had several firewall rules in place. Throttled really doesn't know how best to automatically place its own rules within this context. For some it might work right away... for others the new firewall rules added may have no impact at all.
If you seem to find this product not "working", please examine your own firewall setups and try to place throttled's rules *before* other firewall rules that take effect even before the new ones get a chance. For me, I had to change my rule number to 00005 *and* delete a "check-state" from rule 00001, moving it to 00006. Throttled rules are now working for me.
The developer was very responsive to my e-mailed questions and suggestions for improvement. I couldn't ask for anything more.
