Please note that, per the description, this is for high latency internet connections with high bandwidth, in other words, connections with a "long ping" time. Usually this means satellite-based service. As the posters note, most DSL and Cable modem users will see no performance gain, and could even see worse performance with the tweaks made by the tool.

You can check latency on your connection by running a "ping a.root-servers.net" in the Terminal. Unless you're seeing 100+ ms response time, you probably won't see any benefit from this tool.

Yep, 't'would seem you're right. I did this as an experiment, and my DSL connection suffered a 90% speed drop. That's no misprint, 90%.

Luckily, full speed was restored on uninstall.

It's odd, I would imagine it possible to conduct a pre-install test to determine applicability. Hm.
