I mean sure, he's trying to get money out of gullible folk who believe that they can hit it big with this kind of application, but consider this: stupid people shouldn't have money, and it's those same people who are going to buy it, thereby losing more money than they are already by playing the lottery. :)
Like many before me have said, if it were free then it would be an amusing little app, and it could be fun to see how well it predicted a biased random number generator (using a computer program, not the lottery). But $35? Either it doesn't work, in which case it should be free and could be used for statistical analysis, or it actually does work (hypothetically) and should cost thousands of dollars since in the long run you will be striking it rich anyway.
