Can't get it to work no matter what.

I installed 7.4 a while back and later installed 7.6.0 hoping that I could get it to work. I can't get it to work nor can I remove it from my HD. Any help in either direction would be appreciated.

Please either provide more information by what you mean in regards to it not working or file a bug report. Either way, getting it to 'work' should be a matter of following the instructions in the installer about setting up your PATH variable on the command line. Deleting the package is even easier, just delete everything in /usr/brlcad (e.g. sudo rm -rf /usr/brlcad).
