It's not clear if the package is meant to be used by software developers only or not. If not, how to install and use it?

Its only for developers.

In theory, it is possible to create or alter the "swing.properties" file in the lib directory of the Java Virtual machine, in order to let all Java applications use the Quaqua Look and Feel by default.

But you need to be a developer to know that. :)
