According to Apple's site, Mail 2.0 supports message priorities natively.
The "Action Menu" referred to looks like three lines next to a reveal triangle. When you click customize from it's menu, an exclamation point with a check box appears next to the signature drop-box. Check the box and click OK.
Tiger's mail 2.0 supports priority natively. - lwb52
