I have used the free version of PanicWare PopUp Stopper for several years. It has always worked pretty well. Big plus is that it is free and simple to install. (They also have more sophisticated paid version(s) - I have not tried those.)
A few popups still seem to get through, but most are blocked.
Can set it to use an Alt key click to allow desired popup windows.
