Since Tiger, Safari no longer has the ability to specify where a download should go. I used to be able to right+click on a link and there was a contextual menu option to specify where the target file should go.
Does this little app enable that?

You can still download where you want to. Simply hover over the download link, Control-Click or Right Click then hold down the Option button. The contextual menu will change from reading Download Linked File to Download Linked File As... IF you select this option, a dialog opens for you to navigate to your target folder.And thats the truth!
