Dashboard is not free, it ships as part of Mac OS 10.4 which costs over $100. $13 is not a lot to spend on software that you find useful. There is a lot of time and effort that goes into making good software. If the developer wants to charge a nominal fee that's their perogative.

The second part of your argument is more logical than the first.

Since every single user who's viewing this page site is, by default, currently using the Mac OSX, it's an accepted fact that anything that comes with/is a part of the operating system is considered "free." If we were to follow your line of thinking, then no application on the face of the earth would be considered "free," since they all require a $100-$300 operating system to run them.

On the other hand, you are most definitely correct when you say the developer has every right to charge for useful software. There's no doubt about that--and I encourage it if it's worth it! :)
