OS X 10.2.8 on G3 iMac
Download seemed to hang when using VT's 'Download Now' link (maybe a corrupted DL file?) so went to Micromat via VT's 'Developer's Site' link. Clicked on the 'Downloads' link, then 'TechTool Pro 4.0.4 Updater' link, then 'Download: Site 1' link. From there I don't remember if it was the 'Download Now' or the 'Download Site 2' link that actually downloaded with no problems. Stuffit did it's thing, the installer worked without a hitch, the version now shows as 4.0.4 in Get Info.

Site 3 was the best one for me--faster and with no hesitations.
