Without Admin it wont run !
Browser says no such host.
I had to change the .plist in the start.app package (before change permissions to r/w)
Now it runs.

Had to set Perfs to Admin required - Wing_Master

Worked fine for me, but I think this may be an issue with the treatment of the root settings in the package. (This may be a problem in Apple's Package Maker) or even unexpected permissions in your folder. I've managed to correct this without using root privileges, so this will not occur in future releases.
