You're not looking at a representative example of PC keyboards. I have a Belkin wireless UK spec (i.e. shift-3 is a pound sign) keyboard and shift-2 on that is a double quote whilst shift-' is an @ sign. Because Belkin don't provide a Mac compatible key map for their keyboard I've had to resort to using a piece of software from Logitech to make the keyboard usable on my Mac. So I think this piece of software has a definite use.
