The read-me inside the Combined 10.3.8 installer contains the following warning:

"Important Note:
Apple has identified an issue with external FireWire hard drives using the Oxford 922 bridge chip-set with firmware version 1.0.2 that can result in the loss of data stored on the disk drive. Even with the improvements available in this update, Apple recommends you update the firmware on your FireWire drive. Please contact your drive manufacturer for more information."

10.3.8 FireWire warning - David Steward

I have an external firewire box containing two DVD drives and two removable hard drives. Under 10.3.7 the drives worked perfectly, even though they were restricted to 120 gig (perhaps 160) or less. Now under 10.3.8 any attempt to access the hard drives causes a kernel panic.

10.3.8 FireWire warning - NeoX360

This warning is old news, and is from a previous update perhaps as old as 10.3.2. It is in the combo update and not the delta update because the combo update includes all previous updates so they include changes since 10.3.0.
