And I couldn't delete it after finding it didn't work, or do anything.

In Terminal I then ps -aux to find it, then killed its process, and then it
did get emptied out of the Trash.

as the requirements state, it requires Growl 0.5 or later, which requires 10.2. nothing will happen if you run VolumeNotifier on an earlier version of Mac OS X. I don't know why you were unable to delete it.
