I deleted it as well; I am using 10.3.5 and even tried reinstall

Use the latest Stuffit, ie 8.02. Version 8.00 when uncompressing files mark them as not executable. Or contact *me* the developper to solve your problem.

I have the latest stuffit ---- here is what I found:
Launching it from the disk image results in a real quick here-and-gone false start.
Copy it to your own drive, then it launched just fine.
