Can this app adjust volume levels (say, of AIFFs) of individual tracks? I've been trying to make a compilation CD, but one track is a good 20% louder than the others, and iTunes can't normalize the volume.

To change the volume your best bet is a waveform editor. Amadeus is my recommendation. If you just need it for this one task you get a 14 day free trial period with nothing disabled. Use the "Amplify" effect set to just a small percentage difference...... eg. 90% to decrease the volume, 110% to increase it & keep applying it until the volume is right.

Yes, there is a menu for adjusting the volume by a percentage amount.
