This is just what I wanted. I want .JPG files to open in Photoshop. I set it, they still open in Preview.

[author] There are a few things that can override the RCDefaultApp setting. If you use the Get Info panel to pick an application to open a particular file, then that file will always open in that application. Similarly, if you use the Get Info panel to change all files with that particular creator, file type, and extension, that setting takes precedence. Finally, if a creator is set, that will override the extension's default.

Simply right-click on JPEG file and select "Get Info". In the resulting window look for "Open with". Then select the application you wan to use to open this file. You can also click the "Change All..." button to make all files like the one selected open in that application.
