I presume you're using AppleGlot 3.x for this?
The are .nib.strings files present. Run the the 3rd step in AppleGlot to clean them out.
persian.lproj is not correct. Use fa.lproj for Farsi, i.e. it will automatically start in Farsi when set so in System Prefs.
Some of the app is left unlocalized. You can find the remaining stuff in WebKit.framework:
/System/Library/Frameworks/WebKit.framework/Versions/A/
Translate also JavaScriptCore.framework and WebCore.framework which you can find inside WebKit.framework.
Finally, build an Installer package in PackageMaker (from DevTools). Very handy.

No i did not made it with Apple Golt, becouse it makes me crazy and it dose not supprot Farsi.I don“t have WebKit.framework, and also not JavaScriptCore.framework or WebCore.framework? So i can not translate them.
With name of the Package, i will do it, however the system recognize, that it is perian, even the name is persian.lproj and not fa.lproj.
