It comes with an installer which leaves it nicely compressed and ready to be prebound. You're better off on larger applications to have them set up this way. It's also a matter of preference. Have you been following the history (since forever) of this application? This is an outstanding way of keeping a complete library of Macs info. It hasn't gotten "better" for some time. Fortunately it has gotten "bigger." ;)

But it's not necessary - nickzman

Your argument would be valid if we were still using Mac OS X 10.0 or 10.1, but as of 10.2 and later, the application is automatically prebound when it is launched. (The "Optimizing" phase of installing just updates the prebinding.) So the installer is not necessary, except for maybe a few people who are afraid of drag-and-drop installs...
