The tool can *prevent* the *restriction* to *not* allow write permission. This means if you remove this restriction of Mac OS X, files and folders will indeed have group read and write permission, unless the program creating the file doesn't set stricter permissions by itself. This is not the same as a default permission set, but it should do exactly what you want.
