I think not. Ever since I upgraded to 10.3, I've had window problems, and the finder seemed to slow to a crawl, and the dock would not unhide. I uninstalled the wacom software and now the finder is back to normal, but with all the new panther goodies.

Trash you com.apple.ink* preference files and try to install the Wacom drivers again.

Besides the Cocoa Combo Box problem, this driver has been working great for me in 10.3.
