and the answer is Gumby.

Not only that, but with gumby, you can cut the film visually in a Quicktime-type player and remove a commercial by shift-clicking.

Yeah, except Gumby doesn't actually read some MPEG-2 files, like from a TiVo, so it's pretty useless for trying to remove commercials in that case.
