For what it's worth, here is a first impression. It does a lot of what TinkerTool, MacJanitor, BatChmod and a few others do for free. Overall, TinkerTool has more system related options. You do get back the ability to put the Dock at the top of the screen, but I don't recommend it. The unique options are control of hidden features in Mail, Safari, and Address Book as well as control of logs and caches. The Mail features appear most intriguing: Enabling of Java and JavaScript, and control of animated images. It is comforting to know that most of the tabbed categories offer buttons to "Revert To Defaults."

It's a 1.0 version, and you know what that means. One example of a bug: Whenever I apply a change to the Dock Minimize Effect, my desktop image changes. Amusing, certainly not dangerous. It offers some access to help, but only if you're on the web, and what's there is very minimal. Oh, and the application doesn't have an icon yet. I'll skip a star rating until this utility gets a chance to grow up.

This happens because the dock is restarted. To make the change take effect, this program restarts the dock. Since the dock is also in control of the desktop picture, it changes when this happens.
