Why can iChat 2 not yet connect to ICQ if even AIM can do so now?

AIM vs. iChat 2 - tutru

Actually the new iChat A/V beta will talk to ICQ, provided the ICQ user is using the latest ICQ Lite alpha (windows only.) They do not need to do anything special other than install the alpha. Only downside I have seen so far is that the ICQ user sees the HTML formatting of my messages. This is true for both AIM and iChat A/V betas (although the actual HTML code is different.)
