it says "(available via the 3GPP Component)", how is that misrepresentation? BTW I don't even use QT for anything more than just a browser plugin. VLC is my app of choice - no components, no doctoring... it just works.

If you try to open a .3gp in 6.3 it should detect that you're missing the component and automatically offer to download it.

6.3 is accurately listed as adding support for 3GPP because no earlier version will understand it, period (add-on component or none). If you're lucky you might get a message that you need to update to see the content, but I doubt even that.
