The items that require APE are called "haxies" because they HACK INTO the system files. APE itself is what "doesn't cooperate with the system." Duh!

Actually, "haxie" is just a cute name. They don't hack anything, they just watch for system calls or run as invisible applications that overlay bits of the GUI. They are not that big a deal, but they are applications that are running and therefore take system resources.
