I used Claris HomePage for my first web site, Dreamweaver for my second, and now Freeway for all of them since. Freeway gave me what the others didn't -- a very nearly painless way to create sites without fretting over code. You just add your stuff -- text, graphics, etc -- to boxes on the page, then drag those around for easy placement. I love it. I just installed two add-on packages that Freeway calls "Fast Packs," and if they work as advertised, I'll now be able to do amazing things to photos and build sophisticated navigational systems without having to go into separate programs. I don't know how this program has remained a sleeper for so long. Maybe because it originates from the U.K. I don't know; I don't care. It's terrific, though. Try a demo. You'll see what I mean.
