This feature is, contrary to what I thought, not built into 10.2 Jaguar. The CM in Jaguar simply let's you open the Desktop Pref Pane, not change the desktop by ctrl-clicking an imagefile. I've been trying to develop this very kind of utility, but it seems it's not needed now :)
