Notes

You don't even HAVE to try it, the link is to the exact same (dated 1996!) file that is the Microsoft OpenGL "update" to OpenGL 1.0, which is OpenGL 1.1, which was first released in Windows 95 OSR2.

The official OpenGL website http://www.opengl.org states:
OpenGL version 2.0, released on September 7, 2004, is the sixth revision since the original version 1.0.

As far as I can tell, nobody has anything close to a driver, or even an SDK for windows for OpenGL 2.0. (I could be wrong, that's why I was looking in the first place)

This is definitely NOT it.
