I downloaded and used DeepBurner 1.1.0.109 on Win2K at work, and it was great, with one exception: it didn't like the particular DVDs we had (I can't remember if they were +R or -R, but whatever they were, there was a well-documented incompatibility with them).

Anyhow, the interface is quite intuitive (coming from a Mac user here), and I had no problems whatsoever burning data CDs with DeepBurner. Kudos to the developer, and I hope to see the one DVD media incompatibility bug fixed...but for free, I'm certainly not complaining!
