The UI needs a lot of work, and the features are spartan, but it works and it's free so you really can't complain.

Does exactly what you would hope for in a PDF painter. In brief, it lets you add objects (text boxes, drawings, images) as overlays on top of any PDF and then print (or export as PDF), so it doesn't matter if the PDF is a well-constructed editable PDF form document or just a scanned image of a hardcopy - it just works.

The software could use a couple additional user interface features (e.g. undo/redo, fancy image resizing, etc.) but everything works fine, and it's OSS, so you can check out the source and hack away.

FormulatePro ReviewNice one, but fairly basic - Version: 0.0.3, 1/12/2008 06:20PM PST

I eventually managed to insert a graphic file and some text in order to complete a pdf that wasn't in form mode. However it took me a while to work out how to do it.
I'll use it again, as I receive pdfs which require editing like this, but it could usefully do with some improvement, which in my view would make it much more useful!
