I believe you need to issue commands of the sort
sudo chflags uchg /Library/InputManagers /Users/*/Library/InputManagers
sudo chflags schg /Library/InputManagers /Users/*/Library/InputManagers
after that,
touch ~/Library/InputManagers/foobar
touch: /Users/wgscott/Library/InputManagers/foobar: Operation not permitted
man chflags for more info
sudo chflags uchg /Library/InputManagers /Users/*/Library/InputManagers
sudo chflags schg /Library/InputManagers /Users/*/Library/InputManagers
after that,
touch ~/Library/InputManagers/foobar
touch: /Users/wgscott/Library/InputManagers/foobar: Operation not permitted
man chflags for more info

If you look at the applescript, you see that it makes the directory if not already present, and then changes the ownership and group to root and wheel.
However, this will not "lock" the directory.
Try it.
cd to the directory, and type
touch foo
and the file is created under your own username.

Its nice to see the Mac Developer Community spring into action like this, from the people at Ambrosia Software to the MacRumors Crew who identified and started the process to lock it down. I know Input Managers will be locked for end user installation but same companies using the Input Managers can release a minor update requiring their application to be installed with admin rights.
I suspect even if it is needed.
