OS X 10.5.1 and my Applications folder was locked with improper owner/group info. Could not make changes and could not open user/group list in the Get info window. Disk Utility was not able to fix any permissions issues. (didn't find anything wrong with the Applications folder)

Ran this utility and quickly was able to change to the proper root/admin settings and everything is working like it should be.
