To make this thing work properly and not get the system confused between the old USSR and new Russian flag, a few little steps have to be taken:
* rename the files to USSR.keylayout and USSR.icns
* with a text editor, replace the word "Russian" in the keylayout file by "USSR"
* place both files in /Library/Keyboard Layouts
* restart

Now in the International menu, you are able to select USSR, and the system will display the USSR icon and correctly.

Not politically correct, but an original thing to use!

We should not be PC, after all we are Mac!

If only I could make the thing work now, which seems to be a problem (even when selecting only this new one it still shows the tricolor in the menu)
