I love this program (see my past review Apr '07). My only problem with Psst is that it's a RAM hog. Why should a simple program that only needs to do one function, and one function only (set volume to a preset value prior to restart) use 13.4 Mb of real RAM? This may not seem like much, but let me put this value into perspective:
Activity Monitor has shown me that Apple Mail comes in at 9.41 Mb of real RAM, and Finder at 10.9. The shared memory for these two apps are greater than Psst, which makes sense. But Psst shouldn't have a greater real RAM demand than these two programs, for sure.
Therefore, I call this program a HOG! and I'd like to see the developer trim the fat on this great app.
One other small nuisance: The Psst daemon for some reason occasionally loses it's identity in the Login Items, and I must then select it again for Psst to work. This along with the RAM problem makes me downgrade this version to 2 stars for Quality/Stability.

...try starting with the slider all the way to the left (mute). If that works, gradually move your slider up. I have mine set at the first tick. I actually wish there was a point half way between that & 0.

This little utility is simple and sweet. Anyone with external speakers, who likes to play iTunes at moderate volumes, knows that they always have to remember (prior to shutting down) that they need to lower the volume, otherwise they will get chimed out of their wits upon reboot. This little gem allows you to lower the chime in a "set it and forget it" fashion, leaving your volume key alone. Thank you for giving my Mac finesse!

If Psst doesn't work for you, try StartupSound.prefPane. I have used that for quite a long time and it does the job very nicely for me on my Powermac G5 and my iBook G4.

I find that version 2.0.7 works perfectly. It has an additional benefit. With my Intel iMac, upon restart the sound volume is reset to a predetermined level. Psst allows me to set it where I wish and it will remain at that setting after restart.
I found that, to change the startup sound volume, I had to restart the iMac with the Psst application open. After the first time it was not necessary to open the application. Great piece of software.

I run a G4 OS10.3.9 and G5 OS10.4.6. First download I've not experienced success with. It seems to do absolutely nothing. And visiting the website just displays a 404 error. Oh well.
