BeLight software offers something similar for free, called ImageTricks, with has about 50 different filters that operate from your Mac's built-in core image processing; or you can pay them $14.95 to unlock their freeware and have more advanced options and features. If you use MS Word, you also have a range of image filters built in to Word that will do much of what this app does.

Does what it promises. Kind of a quick 'easy Painter for photos. A little limited in the options it offers users, but maybe that will improve in future versions.
