The below mentioned DeLocalizer is geared towards American English users. So if you - like about 97% of world population - are not American English, you get stuck with these files. Also, language removal with Applimizer is also free.

Use Delocalizer, http://www.bombich.com/software/local.html, and see http://www.versiontracker.com/dyn/moreinfo/macosx/13503 for reviews. Cleaning out these sorts of files doesn't really "optimize" an app, in that it won't run any differently, all this does is free up some HD space.

Applimiser can remove language files for free; only the advanced options such as HTML or string file optimization that require registration.
