I imagine this would be useful for people running out of space on their menu bar. It's getting crowded on my 12" iBook, so this could help.

If you go to: SYSTEM PREFERENCES --> INTERNATIONAL --> [check] CHARACTER PALETTE [and KEYBOARD VIEWER if you'd like] you get nice little menu extra with your county's flag. Now you just click on that anytime.
