Please note that hardware dependent features such as “Versavision” and “TV-Out” will not function for OEM or onboard chipsets. They lack the hardware support needed for these functions.

When you open the ATI Displays control panel, you might receive this error alert:
"A startup problem has occurred. You have an old version of ATI TVOut Kernel Extension. Some features are not available."
Ignore the error. The error, although poorly worded, is indicating that the application is having trouble communicating with the TVOut functions of the video card. Since OEM cards don't have TVOut hardware, you can safely ignore this (annoying) error message.

The error message when starting the utility is just an artifact of not having exactly the same card that the ATI utility expects. Remember this is an unsupported patch not a standalone program. Just disregard the error about TV out.
